Development Agency Grants

Go beyond following a call — build a workable project that matches regional priorities.

We bring the call's objective, regional need, the applicant's capacity, and the expected impact together in one logical framework — designing the project not just to fill out a form, but to be implemented and reported after contracting.

Call Alignment Objective, priority, and target group
Regional Impact Problem, benefit, and outreach
Logical Design Activity, output, and indicators
Implementation Discipline Contracting, procurement, and reporting
Scope of Consultancy

Project integrity, from call analysis to implementation and the final report.

The scope of work is shaped by the relevant agency's and call's current guide and the applicant's institutional capacity.

01
Call and Applicant EligibilityThe call's objective, priorities, target group, eligible applicants, partnership, and activity region are checked.
02
Needs and Problem AnalysisRegional data, target group needs, the current situation, and the problem the project aims to solve are explained with evidence.
03
Logical Framework and Activity DesignThe overall objective, specific objective, results, activities, indicators, assumptions, and risks are structured consistently.
04
Budget and Procurement PlanExpenses are linked to activities; cost justifications, equity, procurement, and cash flow are planned.
05
KAYS Application and Supporting DocumentsSystem entry, application form, budget, logical framework, and supporting documents are combined into one consistent file.
06
Contracting, Implementation, and ReportingStart-up, procurement, amendments, visibility, interim/final reporting, and closure are supported.
Project Logic

Build a cause-and-effect chain, not just a list of activities.

The most common weakness in development projects is that the planned activities are detailed, but how they solve the problem remains unclear.

02
Quality criterion:Every expense in the project must be linked to an activity, every activity to a result, and every result to a measurable objective.
03
Logical framework checks
04
ObjectiveIs the problem the project wants to solve clear?
05
ResultIs the change expected at the end of the activity defined?
06
ActivityDoes every activity serve a result?

Call and Project Fit

A good project idea isn't automatically the right project for every call.

Development agency calls prioritise specific regional problems, sectors, target groups, and areas of impact. A direct, evidence-based link must be established between the applicant's need and the call's objective.

Toygun Consultancy doesn't artificially force a project to fit the call text. We first analyse the project's real need and capacity; if the fit is sufficient, we move on to designing the logical framework, activities, and budget.

Application decision: If eligibility is weak, it's more rational to wait for the right call or strengthen the project's scope than to prepare a file anyway.
Project impact assessment
Fit with the call's objective: Does the project directly address the call's targeted priority?
Regional need: Is the problem to be solved supported by regional data?
Institutional capacity: Is the applicant structured to carry out the project?
Measurable output: Is the expected result defined with indicators?
Sustainability: Will the output live on after the support ends?
Working Process

Five controlled stages, from the call decision to the final report.

01
Call AnalysisEligibility, priority, and regional impact are assessed.
02
Project DesignThe problem, objective, result, activity, and indicators are built.
03
Budget and FileExpenses, justifications, and supporting documents are completed.
04
Application and ContractingKAYS entry, clarifications, and contract preparation are carried out.
05
Implementation and ReportingProcurement, realisation, and reporting processes are tracked.
Critical Mistakes

Prepare a project that demonstrates regional impact, not one that just repeats the call text.

Forcing a project idea to fit the call

If the real need and the call's objective don't genuinely align, using the right keywords won't make the project strong.

Disconnecting activities from results and indicators

If activities remain just a list of events, training, or procurement, the change the project creates can't be measured.

Overstating implementation capacity

If staffing, equity, procurement, and reporting capacity aren't sufficient, an accepted project will struggle in implementation.

Frequently Asked Questions

About Development Agency grants.

Every call has different eligibility, budget, and implementation conditions; the current guide is the reference.

Is the same support programme applied in every region?

No. Development agencies may run different calls or support mechanisms according to regional plans and priorities.

Can a project idea be prepared before a call opens?

Yes. The needs analysis, objectives, and institutional capacity can be worked on in advance, but the final file must be adapted to the current call guide.

Is implementation support provided after acceptance?

As needed, we can support contracting, procurement, amendments, visibility, and interim/final reporting processes.

Is project acceptance guaranteed?

No. The final evaluation belongs to the relevant agency. Consultancy strengthens eligibility, project logic, and implementation readiness.

Call Preliminary Assessment

Let's assess together how well your project idea matches the current call and regional priorities.

Share the project's purpose, target region, applicant structure, and planned activities. Let's test eligibility and implementation capacity before you apply.
